THE STRATEGY OF INNOVATIVE DEVELOPMENT OF INDUSTRIAL ENTERPRISES

Background. This article describes the main principles of development of strategy of innovative development of industrial enterprises; statistical data describing the General state of the industry of the Penza region, as well as the level of innovation activity of engineering enterprises; identified and the necessity of joint work of state authorities and top management of economic entities to enhance the effectiveness of the strategic development process of the innovation. The authors emphasize the importance and relevance of the development strategy of high-tech, competitive industrial production in the Penza region in the framework of implementation approved by the RF President program “the Digital economy of the Russian Federation”. Materials and methods. Implementation of the tasks, the authors reached on the basis of analysis of theoretical and methodological bases of strategic management of innovation field; study of legal documents on the subject; study of official statistics of the indicators characterizing the level of development of the industry of the Penza region and the leading engineering companies in the region.
Results. The authors justified the necessity of upgrading of the development strategy of industrial enterprises of the Penza region, the transition to a fundamentally new qualitative level, in order to form a technological platform for the intensification of innovative transformations in the production and commercial activities of the entity, taking into account the specifics and peculiarities of the current foreign policy situation, which is characterized by the aggravation of global competition, political tensions and economic pressure on Russia by a number of Western powers. 
Conclusions. The authors emphasize that the strategy of innovative development of industrial enterprises should be directed on increase of competitiveness of hightech Russian goods, which will allow not only to implement the government program on import substitution in the industry, ensuring economic security of the country and will send a vector of development of Russian industrial enterprises on export activity. The authors clarify the role of the Federal and regional authorities in the process of strategic development of the innovation sphere of the Penza region; propose to optimize the mechanisms of state support of innovative activity of engineering enterprises.
